Brandi Gunder is a Partner at Continental Strategy where she specializes in Florida's budgetary, fiscal, and regulatory landscape, bringing more than a decade of experience at the highest levels of Florida government, executive leadership, and fiscal policy.
Brandi is a meticulous and dynamic leader with proven experience commanding large teams, managing multi-billion-dollar budgets, and advising senior executive leadership on major statewide policy initiatives. Throughout her career, she has proven herself a powerhouse across the fundamental pillars of Florida policy, including education, healthcare, fiscal accountability, and government efficiency, earning a reputation as one of the state's foremost experts on Florida's appropriations and budgeting process.
Brandi is highly skilled in building deep institutional relationships and mastering the vital technical frameworks required to secure and defend client interests, including a complete command of the state's complex Legislative Appropriations System/Planning and Budgeting System (LASPBS). Her extensive hands-on experience interfacing with state agencies, legislative branch leadership, and local government officials gives her an unparalleled insider understanding of how state decisions are made and how to deliver results.
Prior to joining the firm, Brandi served as Vice President of Research for Florida TaxWatch, where she led key policy initiatives focused on fiscal accountability, healthcare, aging issues, and improving government transparency, including leading the Institute for Quality Health and Aging. In the Capitol, Brandi served as Director, Budget Director, and Deputy Budget Director of the Office of Policy and Budget in the Executive Office of the Governor. In this role, she championed and built the Governor's recommended state budget exceeding $114 billion, briefed the Governor and senior staff on policy and budget matters, and directed critical state expenditures during major natural disasters and public health emergencies. She also directly managed the tracking and allocation of over $14 billion in federal COVID-19 relief funds.
Prior to serving as Director of the Office of Policy and Budget, Brandi served as Policy Coordinator for the Governor's Education Unit, where she oversaw Florida's more than $25 billion education budget and advised senior leadership on K-12 and higher education policy matters statewide. She managed a team responsible for education budget and policy development and worked directly with the Florida Department of Education, the State University System Board of Governors, legislative leadership, school districts, and higher education institutions across the state.
Brandi also served as Program Director for Property Tax Oversight at the Florida Department of Revenue, where she supervised statewide oversight of more than $31 billion in property tax collections and managed a staff of more than 130 employees across six offices statewide. Earlier in her career, she served in the Florida Senate Majority Office, gaining valuable legislative branch experience before joining the Executive Office of the Governor.
Brandi resides in Tallahassee, Florida with her husband and two sons.
