Doug MacGillivray is a partner at Continental Strategy, leading the firm’s government relations and legislative affairs efforts. With over a decade of experience in policy, legislation, and executive branch engagement, he delivers results for clients across energy, manufacturing, tax, and trade sectors.
Prior to joining Continental, Doug was a Vice President at Venn Strategies. There he worked with companies in the mining and critical minerals, utilities, manufacturing, transportation, supply chains and logistics, and foreign affairs sectors. He helped clients secure key wins in various legislative debates, including the Infrastructure Investment and Jobs Act, Inflation Reduction Act, the NDAA, the Tax Cuts and Jobs Act, OBBBA, and numerous reauthorization and appropriations packages.
He has extensive experience advocating for companies' priorities at the State Department, Commerce Department, the Export-Import Bank, and the Development Finance Corporation. Doug frequently assists clients in navigating complex government-to-government engagements across the globe. He has also advised clients in navigating various federal funding opportunities and regulatory challenges at various agencies including DOT, DOE, Treasury, and EPA.
Doug received his bachelor's degree at Villanova University and his master's degree from Johns Hopkins University.
