Francisco J. Petrirena is a Vice President at Continental Strategy with a background spanning municipal government, healthcare, and international affairs. He brings firsthand experience navigating the intersection of public policy and government operations, with a track record of securing significant appropriations and advancing complex legislative priorities on behalf of the City of Miami.
As Director of Government Relations for the City of Miami, Francisco quickly established himself as an effective advocate at both the state and federal levels, securing millions of dollars in appropriations and delivering meaningful legislative results. In 2025, he was promoted to Chief of Staff to the City Manager, where he oversaw policy development, strategic planning, and interdepartmental coordination across a $3B+ municipal budget. In that role, he led cross-functional task forces focused on innovation and service delivery, and supported labor relations, contract negotiations, and legislative initiatives to advance City priorities.
Before entering public service, Francisco built his career in the healthcare industry, advancing through financial and network development roles at Doctors Healthcare Plans. That private-sector foundation deepened his understanding of the healthcare landscape that shapes so much of Florida's policy and appropriations agenda.
Francisco grew up in Havana, Cuba, where he earned his undergraduate degree in Accounting and Finance from the University of Havana. Before relocating to the United States, he worked at the Holy See Embassy in Cuba, assisting in preparations for Pope Francis's historic visit to Havana in September 2015. He went on to earn his MBA from Brandeis University's International Business School on a full scholarship, where he served as President of the IBS Student Association and Co-President of the ALPFA IBS Chapter, and received the IBS Excellence in Student Leadership Award.
