Gangul’s career in healthcare policy began with his involvement at the Florida Department of Health, serving in several capacities that allowed him to advance into his pivotal role as Deputy Director of Legislative Affairs. As Deputy Director, Gangul advised the State Surgeon General, Chief of Staff, Deputy Secretaries, and Division Directors on legislative issues impacting the Department’s operations and public health initiatives. He worked closely with the executive branch, legislative leadership, and committee staff to develop and advocate for the Department’s policy agenda and secure funding for its nearly $4 billion budget. In addition to his legislative responsibilities, Gangul played a key role in the Department’s emergency response efforts, coordinating with the Governor’s office and elected officials to communicate emerging public health threats and response plans during crises, including natural disasters and other statewide emergencies. His leadership helped strengthen the Department’s engagement with policymakers and supported efforts to protect the health and safety of Floridians.

His legislative experience extends across both chambers of the U.S. Congress. As an intern in Washington, D.C., he provided key support to Senator Marco Rubio in the U.S. Senate and a congressman in the U.S. House of Representatives. His time in both the Senate and House offered him valuable insights into the legislative process at the federal level.

Before his federal positions, Gangul gained valuable insights into state-level policymaking as a legislative intern in the Florida Senate. This experience, combined with his deep understanding of both state and federal legislative processes, has provided him with a unique perspective on the complexities of policy.

His commitment to improving healthcare access, quality, and affordability, alongside his legislative expertise, has earned him recognition as a leader in healthcare policy. His dedication to creating effective healthcare solutions continues to benefit communities, organizations, and individuals alike.
