At the Department of Health, Gangul advised the State Surgeon General, Chief of Staff, Deputy Secretaries, and Division Directors on the full range of legislative matters shaping the Department's mission and operations. He worked closely with legislative leadership and committee staff to develop and advance the Department's policy agenda across a broad portfolio spanning chronic disease prevention, cancer research, environmental public health, and professional licensing and regulation. He was instrumental in securing funding across a nearly $4 billion budget and building the coalitions necessary to move complex legislation through the process.

Gangul also played a central role in the Department's emergency response efforts, serving as a key liaison between the Department, the Governor's office, and elected officials across a range of crises. From hurricane response and recovery efforts to the COVID-19 pandemic and other infectious disease outbreaks, he helped coordinate the Department's communications, legislative strategy, and operational response during some of Florida's most challenging moments.

His experience spans both chambers and both levels of government. Before the Department, he worked in Washington alongside then-Senator Marco Rubio and a member of the U.S. House, where he developed a working knowledge of federal appropriations, oversight, and the legislative dynamics that shape national policy. That federal fluency deepens his effectiveness for clients navigating issues that cut across state and federal lines.
